IBM Commits $10 Billion to Quantum Computing Roadmap
QUANTUM COMPUTING
IBM announced a $10 billion investment in quantum computing over the next five years, spanning research and development, manufacturing, ecosystem partnerships, and mergers and acquisitions. The funding accelerates IBM’s roadmap toward delivering the world’s first large-scale fault-tolerant quantum computer, IBM Quantum Starling, by 2029.
IBM currently operates over 90 quantum systems globally, more than the rest of the industry combined. The company has signed more than $1.1 billion in quantum computing contracts since 2017, with a network of over 340 organisations using IBM quantum computers. The investment includes launching Anderon, America’s first purpose-built quantum foundry, with a $1 billion contribution from IBM.

Swedish Firm Invests $1.7M in Ukraine Drone Detection Startup
DEFENSE TECHNOLOGY
Swedish company Front Ventures AB invested 1.5 million euros ($1.7 million) in Polish-Ukrainian radar developer Molfar Defence Technologies, which is developing systems to detect small drones and low-altitude aerial threats. The investment represents the bulk of Molfar’s 2 million euro ($2.3 million) funding round.
Molfar, founded in 2026, combines proprietary signal-processing algorithms with target-recognition models to distinguish drones from other airborne targets. The company works closely with the Ukrainian military and one of Poland’s largest defense suppliers. Front Ventures raised 5 million euros in May to invest in Ukrainian and Nordic defense startups developing battlefield-tested technologies.
Trump Administration Orders AI Innovation and Cybersecurity Framework
AI POLICY
President Donald Trump issued an executive order on June 2, 2026, promoting advanced artificial intelligence innovation and security. The order directs multiple federal agencies to upgrade American systems for advanced AI, develop processes to assess AI model capabilities, and protect against criminal actors using AI for illegal access.
The order establishes a classified benchmarking process to designate “covered frontier models” and creates a voluntary framework for AI developers to provide federal government access before public release. It directs the creation of an AI cybersecurity clearinghouse and prohibits mandatory governmental licensing for AI model development. The order emphasises collaboration with the private sector while enforcing criminal laws against unauthorised AI-powered system access.
European Commission Proposes Tech Sovereignty Package
EU REGULATION
The European Commission announced proposals for a tech sovereignty package on June 3, 2026, aimed at reducing European dependence on foreign technology providers. The package includes measures to ensure foreign governments or firms cannot disrupt technology services across Europe through kill switches or other means.
The proposals, requiring agreement from member states and the European Parliament, could open a new front in tensions with the Trump administration, which has criticised EU digital regulation and threatened allies with tariffs. The tech sovereignty initiative builds on existing frameworks including the AI Act, Digital Services Act, and Digital Markets Act, focusing on strategic autonomy in critical digital infrastructure and services.
